Yes this is actually a very easy to use HUD. Custom radars. Fonts. You can remove/add things to it. And you can move everysingle thing.

How do you save the file and make it work I tried but the file was just a Wall's HUD.hud or w/e and thats not the file for making huds.

To make it work, simply push the "Apply button", it will automatically create the needed files to make your new HUD.
The .hud files are just here to save your hud for a later use.

It has been downloaded ~70-80000 times so far. You're not much to complain like that...
It may crash because of valve's last update, I didn't test it since they released it.
But with a better description of your problem and not just a lame comment like that, I may be able to improve the software and correct the problem.

this program does suck
